Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Senior Budgeting Analyst, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law to the Senior Budgeting Analyst title; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the trainee level (Budgeting Analyst Trainee). Duties Description The Office of Mental Health (OMH) is recruiting to fill a Senior Budgeting Analyst (G18)/Budgeting Analyst Trainee 1(NS) position in the Central New York Field Office. The incumbent will assist in providing technical information and guidance on budgetary and fiscal related issues for the 20 counties in the Central New York Region. Duties include, but are not limited to, the following:

• Assists in the review and approval of agency and county budget documentation.
• Assists in the review and approval of direct contracts between OMH and community providers in the Central New York Region.
• Monitors the development of new OMH initiatives to assure adherence to established program and financial deliverables.
• Evaluates available data to determine the fiscal impact of OMH initiatives.
• Provides technical assistance for counties and providers.
• Assists in the coordination of Field Office administrative operations including the preparation of the Field Office’s annual spending plan.
• Draft memos and other written materials for review by supervisor and Field Office staff on budgetary issues.
• Participates in monitoring visits for contract compliance under the Managed Care Plans.
• Reviews local and regional fiscal data on service use and service availability.
• Monitors and facilitates Managed Care Plan use of cost effective services.
• Participates in Home and Community-Based Services and other provider certification.
• Assists in the monitoring of local Health Home fiscal performance including assisting the DOH Health Home re-designation surveys.
• Assists providers to navigate the Managed Care Technical Assistance Center (MCTAC)
• Identifies regional fiscal training needs for Managed Care.
• Conducts special projects as assigned.
