Transfer Opportunity: Candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2 and be eligible for transfer;

Candidates must be eligible for transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades or one M grade of the grade 23 level.

Candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Administrative Assistant, Head Clerk Personnel, Health Facility Management Assistant, Health Facility Management Assistant (Veterans' Home), Health Program Administrator, Payroll Examiner 3, Personnel Status Examiner 3, Senior Classification and Pay Analyst, Senior Municipal Personnel Consultant, Senior Staffing Services Representative, or Senior Staffing Services Representative (Attendance and Leave).

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description The incumbent of this position will have statewide responsibility for supervision and administration of the Workers` Compensation leave program for employees in all CNYPC work locations. Duties include, but are not limited to:

· Receive and review all reports of occupational injuries and ensure timely submission to the NYS Insurance Fund.

· Assess and monitor employees on Workers’ Compensation leave to include review of medical documentation to determine legitimacy of absences; make recommendations regarding denying benefits and controverting claims; schedule and ensure injured employees attend Independent Medical Exams (IMEs) and refer employees who miss IMEs to the facility personnel director for appropriate action; communicate requirements/expectations and provide assistance to injured employees appropriately throughout the process; identify and arrange for light duty assignments to get injured workers back to work sooner; etc.

· Serve as facility liaison to, and maintain daily contact with, the TRIAD Group. TRIAD is a third party administrator providing claims management, loss prevention and return to duty services as part of a pilot project in which CNYPC is currently participating.

· Review causes of occupational injuries and identify loss prevention techniques to reduce injuries.

· Conduct trend analyses to identify and mitigate spikes in injury reporting and/or to identify potential abuse of Workers’ Compensation leave usage.

· Report suspected fraudulent Workers’ Compensation leave usage to TRIAD.

· Provide regular and ad hoc reports to facility leadership, TRIAD, and Central Office.

· Participate in all Pilot Project meetings.

Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
