Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as an Education Finance Specialist 3.
§70.1 Transfer: One year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Provisional appointment: Candidates must be a qualified employee of the New York State Education Department and have one year permanent competitive or 55b/c service as an Education Finance Specialist 2, Associate Accountant, Associate Budgeting Analyst or Program Research Specialist 3 (Economics Finance).

Duties Description The New York State Education Department’s (NYSED) Office of Grants Finance (OGF) is seeking applicants for the position of Education Finance Specialist 3. The OGF is responsible for the financial management of over $3 billion supporting in excess of 11,000 State and federal grants annually. Grants are awarded to over 3,500 local agencies, including public school districts, nonpublic schools, Boards of Cooperative Educational Services, municipalities, post-secondary institutions, private not-for-profit organizations, community based organizations and library systems. The incumbent of this position will serve as the liaison to Office of Audit Services (OAS) and office lead on audits including, but not limited to; NYS Financial Statement, NYS Single Audit, and local education agency audits. Duties of this position will include, but are not limited to, the following:

• Oversee Grants Finance processing for NCLB and IDEA grants;
• Monitor carryover limits and review waiver requests, monitor the timeliness of budget approvals and final expenditure reports;
• Oversee the administering of the payment process for State and federal discretionary grants and grant contracts, assuring compliance with applicable laws, regulations, policy and procedures;
• Prepare and submit Federal indirect cost rate methodology to the United States Department of Education for review and approval;
• Annually calculate restricted and unrestricted indirect cost rates for local education agencies, including school districts, BOCES, and community based organizations;
• Provide technical assistance for Department grant program managers and for local agency staff;
• Provide special oversight and assistance to New York City Department of Education, Charter Schools, community based organizations and high-risk agencies;
• Conduct data analysis using the CAFÉ/Project Tracking System and other data sources to monitor workflow and performance measures, identify risks, and respond to special requests;
• Coordinate the annual certification and testing of office Internal Controls; and
• Oversee the maintenance and updating of the Grants Finance internal and external web sites to provide reports, news and guidance for internal and external customers.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
