Minimum Qualifications Eligible candidates must be a current New York State employee and have one year of permanent competitive services in an Administrative or Personnel title allocated to a SG-18 and be eligible to transfer via Section 52.6 of the Civil Service Law.
Duties Description 1) Conducts investigations of disciplinary matters: interviews witnesses, prepares witness statements, gathers documentary and other evidence, conducts interrogations in accordance with the provisions of the collective bargaining agreements and Civil Service Law.
2) Prepares charges for notices of discipline, based on misconduct or incompetency. Serves notices of discipline on employees. Participates in settlement meetings and drafts settlements.
3) Attends and assists in preparations for disciplinary arbitrations, time and attendance hearings and expedited disciplinary hearings.
4) Investigates employee grievances, arranges grievance meetings and writes grievance decisions.
5) Administers performance evaluation appeal boards for “unsatisfactory” evaluation ratings.
6) Employee relations research assignments as needed.
7) Will also assist the Director of Human Resources 2 in an Administrative capacity.
