Duties Description POSITION DESCRIPTION:

OPWDD’s Contract Management Unit is responsible for contracts that vary from complex, multi-million dollar procurements involving commercial vendors, local assistance contracts involving hundreds of Not-for-Profit vendors, to more routine contracts associated with janitorial, snow and lawn services, waste hauling and fire alarm inspections and monitoring. The Contract Management Unit, in concert with Counsel’s Office, procures and administers the agency’s contracts and Memorandums of Understanding (MOU), and works closely with the Attorney General’s Office and the Office of the State Comptroller.

PRIMARY DUTIES AND RESPONSIBILITIES:

Under the general direction of the Director of Fiscal and Contract Management, the Contract Management Specialist 3 is responsible for overseeing every aspect of contract management and administration for the New York State Office for People with Developmental Disabilities with duties including, but not limited to:

• Oversees and manages the administration of contracts and procurements and administers contract closeout procedures.
• Reviews proposed contracts to ensure they align with programmatic and fiscal needs and goals and adhere to State policy, regulations, rules and laws governing the contract and procurement process.
• Oversees and manages the development of RFPs, IFBs, Sole/Single Source Procurements and/or other related documents and procurement tools.
• Prepares preliminary reports and recommendations to approve and/or reject contracts.
• Reviews budget modifications and contract amendments to ascertain the impact on the contract and ensure compliance with applicable rules, regulations and department policies.
• Oversees the management of awarded contracts and assures changes and/or additions to contracts are consistent with contract guidelines.
• Assists in the development, implementation and maintenance of policies and procedures concerning the contract and procurement process and ensures efficiencies in the processes.
• Personally handles complex, sensitive and/or complicated procurements/contracts and inquiries, and delegates routine assignments and questions to appropriate staff.
• Ensures contract procurements are in compliance with control agencies, such as OGS, DOB, OSC, and the AG’s office.
• Prepares reports, both written and oral, providing justification and/or recommendations as appropriate.
• Reviews or prepares draft responses to questions raised by control agencies and/or management during the approval process.
• Provides information to management and program staff on contract matters and procurement issues.
• Represents the Department at meetings to provide status reports on procurement/contract issues. Provides advice, recommendations, options and alternatives to program managers and administrators on matters relative to contract/procurement responsibilities.
• Keeps up-to-date on State regulations, rules and laws governing the contract and procurement process.
• Provides guidance, training and technical assistance to agency staff and/or potential bidders to facilitate the contract and procurement processes.
• Assures staff are up-to date on new and/or revised laws, rules, regulations, or policies.
• Supervises staff in the review and approval/disapproval of contracts.
• Trains new and subordinate staff to ensure all staff has the knowledge, skills and abilities to complete assignments.
• Performs other duties as assigned.
