Minimum Qualifications At least eight years of experience in taxation accounting, including compliance reporting, year-end and quarterly tax filings. (The following experience may all be concurrent).
Two (2) years successful management of system change processes as related to tax accounting and reporting.
Two years’ of demonstrated experience implementing two of the three below:
1. The successful implementation of payroll tax changes in PeopleSoft HCM Payroll or a related ERP taxation system
2. Preparing and submitting quarterly reports to Federal, State and local taxing authorities
3. Calculating tax adjustments in accordance with IRS, State and Local laws and regulations.
One (1) year experience of supervising staff.

A Bachelor’s degree in accounting, taxation or a highly related field may be substituted for four (4) years of the general eight years taxation accounting experience.

A Master’s degree in accounting, taxation or a highly related field may be substituted for one (1) additional year of general taxation accounting experience.

Duties Description Under the general direction of both the Director and the Assistant Director(s) for State Payroll Services, and Project Coordinator and Payroll Analyst 4, the Re-engineering subject matter expert will be responsible for identifying, documenting and overseeing the development of business requirement documents.
- Assist in the coordination of re-engineering activities regarding taxation and compliance reporting;
- Provide expertise and knowledge transfer on a variety of reengineering initiatives;
- Participate in the requirements elicitation and analysis of new solutions;
- Oversee development of new payroll and agency operational procedures to accommodate re-engineered business processes and new system functionality;
- Supervise staff assigned to re-engineering analysis roles;
- Oversee fit/gap analysis and undertake various re-engineering workgroup assignments to research and draft alternative business processes;
- Assess the impact of proposed changes and draft impact statements for management’s consideration; and
- Participate in change management planning to implement new or modified business processes.
- Execute and oversee testing of new solutions and new tools
