Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Health Program Administrator 3 OR NYS employee with one year of permanent or contingent-permanent competitive service in a title at G-25 or above that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications
The preferred candidate must be highly organized, and display strong interpersonal, written and verbal communication skills. Experience with contract management, fiscal planning and budgeting, and the use of the State Financial System (SFS) strongly desired. Proficiency in using Microsoft Access as well as Word, Excel, PowerPoint and SharePoint. Knowledge of Civil Service and personnel procedures and policies a plus.

Duties Description This position acts as Deputy Director for the Administrative Management Services Group (AMSG) and provides leadership, supervision and direction for the daily activities related to critical administrative functions that support the Central and Regional Offices. This position involves working closely with the AMSG Director, Executive Staff and with program liaisons located in three NYS Capital District Central Office locations and three NYS DOH Regional offices. The Health Program Administrator 3 will assist the Director of AMSG in establishing a comprehensive contract management program for the Office of Primary Care & Health Systems Management (OPCHSM). Duties will include but are not limited to: overseeing contract management efforts of the AMSG and liaising with Bureau of Contracts and programs to problem solve and troubleshoot contract/grant preparation and implementation; ensuring purchasing and procurement transactions in SFS are completed per requirements; assisting with the preparation of state and federal budgets; supervising staff and assisting in personnel related matters. Perform other duties as needed.

Additional Comments Permanent, full-time appointment. Occasional travel to areas within New York State that may not be served by public transportation may be required.
