Minimum Qualifications Job Specifics
The Program Optimization Support and Transformation group is responsible for supporting the ongoing management and continuous development of the business process and system-related components being used by staff, customers and other stakeholders who interact and/or do business with the New York State and Local Retirement System.
In addition, members of this group work closely with staff and consultants assigned to the Retirement System’s Redesign Project to ensure that the design and deployment of new functionalities to be included in future Project releases will work effectively with the existing functionalities and technologies that have already been delivered.
Minimum Qualifications
Interested candidates must be a current NYS employee eligible to transfer under Section
52.6 or 70.4 of the Civil Service Law or reachable on the BSA 1 or appropriate Civil Service
eligible list (PATT, PCO).

To be eligible to transfer under 52.6, candidates must have one year of permanent
Competitive service in a qualifying title allocated to a grade 16 or higher

To be eligible to transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to a SG-11 or higher and possess a bachelor’s degree’ and have standing on the Professional Career Opportunities (PCO) eligible list.

Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The
traineeship would include SG-13 Trainee 1, SG-14 Trainee 2 and after successful completion of the two
year traineeship advance to the SG-18 level.

Duties Description Under the direction of a Business Systems Analyst (BSA) 2 (SG-23), the incumbent will work closely with operation bureau, stakeholders and the Redesign business team to analyze requirements for NYSLRS new Retirement Benefits Administration system and its associated business processes. The individual will be required to apply their specialized knowledge, skills, tools and techniques to analyze, communicate and validate requirements. The incumbent will participate in all aspects of system development, including business process and system analysis, creation of new functional designs, creation and execution of user test plans and system deployment activities. They will assist in efforts to develop, communicate, and maintain methodologies and standards to promote and institutionalize a consistent approach to business analysis throughout the Project and in supporting/maintaining the new System.
The incumbent of this position will be responsible for, but not limited to:
• Assisting with the review, documenting, and categorizing of existing business processes;
• Assisting with the development of the desired future or to-be state of those processes including creating narratives and process models;
• Validating requirements throughout the business analysis process;
• Composing and reviewing business system documentation;
• Assisting with the identification and documentation of the scope of business process changes or enhancements required by procedural changes or by changes to federal or State laws and statutes;
• Assisting with the communication of business process and system requirements to IT staff and other stakeholders;
• Participating in user testing;
• Reviewing and analyzing business process deficiencies requiring resolution during or after implementation; and
• Assisting in developing, communicating, and maintaining methodology and standards to promote and institutionalize a consistent approach to business analysis;
