*NOTE: Successful completion of two year traineeship leads to appointment as a BSC Analyst 1, SG-18.
Duties Description The incumbent will perform a wide range of professional duties within the Finance service line of the Business Services Center (BSC) to support the BSC’s core mission. Duties may include but are not limited to the following:
• Responsible for the work performed by the staff within an assigned service line, and coaching and directing staff in the performance of their day to day duties. Coordinating audit projects and requests with OGS internal audit, the Office of the State Comptroller (OSC), and other regulatory agencies. Serving as the main point of contact w/ OGS for coordination of all audit activities across the BSC. Generating a variety of canned and ad hoc reports related to personnel data and payroll transaction processing;
• Disseminating technical assistance to staff engaged in assisting customers, agencies, and their vendors, and overseeing the most difficult and complex issues. Maintaining the BSC Business Continuity Plan.
• Maintaining a comprehensive understanding of various BSC systems, such as SFS and FileNet including the ability to run reports.
• Maintaining a comprehensive understanding of laws, rules and regulations as appropriate for your service line, and how to effectively apply them to diverse situations.
• Monitoring performance metrics, evaluating and take corrective action, and developing corrective measures when necessary.
• Providing support and advice to entire unit on the most complicated requests.
• Conducting both written and telephone communications and preparing correspondence to customers, vendors, program administrators, and others regarding requesting information, the giving of assistance or advice, and the answering of questions.
• Providing guidance, technical assistance and training to customer agencies and/or vendors to facilitate the appropriate processes, ensuring all control requirements are met.
• Developing and implementing Standard Work protocols in your unit, and soliciting feedback from staff on necessary changes and improvements.
• Leading and participating in team huddles and sharing your ideas and insights with staff.
• Incorporating lean principles across all work, and following the WILO (Week in the Life Of) schedule, and performing all duties with a “continuous improvement” mindset, offering ideas and solutions to coworkers.
• Interacting with customers (telephone, email, in person) in a respectful, helpful manner, and actively listening to issues and guide them through appropriate solutions.
• Taking a lead role in providing the best possible customer service while keeping the BSC’s and the State of New York’s needs in perspective.
