Minimum Qualifications Eligible candidate must have one year of permanent competitive service in an Administrative or Personnel title allocated to a SG-18 and be eligible for transfer under Section 52.6 of the Civil Service Law.
OR
One year of permanent competitive service in a title allocated to a SG-14 or above and be eligible for transfer under Section 70.1 of the Civil Service Law into a Human Resources Specialist traineeship.
OR
Be reachable for appointment from the current Public Administration Traineeship Transition (PATT), Professional Careers Opportunities (PCO) eligible lists into a Personnel Administrator traineeship.
Duties Description Under the policy direction and guidelines provided by a higher level Human Resources Specialist, the incumbent will assist in the administration of the employee relations program, including. Duties will include but are not limited to:
• Interpreting terms of negotiated contracts to various agency personnel to ensure uniform understanding;
• Monitoring the timely processing of grievances in accordance with established schedules;
• Conducting or supervising the conduct of pertinent background and factual data gathering on individual grievances and disciplinary matters, and submitting recommendations as appropriate;
• May interview employee and supervisor concerned to assist in resolving grievances at the lowest possible level; and
• May hear formal grievances and conduct disciplinary meetings summarizing the pertinent data and recommending solutions to management.
• Receive notices from the Department of Motor Vehicles concerning changes in driver’s license status, and convey that information to the appropriate manager for their attention; search and update the Department’s LENS (License Event Notification System) database.
• Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
