Minimum Qualifications Open to New York State employees with one year of permanent competitive service as a Senior Accountant, G-18, or in a title deemed eligible for transfer under 70.1 of the Civil Service Law. Transfer candidates must possess 24 semester credit hours or more in accounting and/or auditing coursework from an accredited college or university.
New York State employees with one year of permanent competitive service in a title deemed eligible for transfer under 70.1 of the Civil Service Law to an Accountant Trainee 1 or Accountant Trainee 2 may also be considered. Transfer candidates who possess a Bachelor’s degree including 24 credits in accounting or auditing may be considered for the Accountant Trainee 1. Transfer candidates who possess a Bachelor’s degree including 24 credits in accounting or auditing and have one year of relevant experience may be considered for the Accountant Trainee 2. Appointments made at either the Accountant Trainee 1 level or Accountant Trainee 2 level will result in a lower salary than the hiring rate of a Senior Accountant.
Duties Description The Senior Accountant will be assigned to either the Finance/Accounts Receivable Unit or the Finance/Budget Unit within the ITS Chief Administration Office. Under the direction of an Associate Accountant (G-23), the Senior Accountant duties may include, but are not limited to, the following:
• Assisting with the development of ITS's annual State Budget.
• Developing and monitoring annual cash disbursement plans.
• Preparing series of financial management reports from various financial and HR systems.
• Preparing Personal Service and Non Personal Service expenditure reports for oversight agencies such as Division of the Budget, Office of State Comptroller and Office for General Services.
• Reviewing and approving encumbrance requests.
• Monitor encumbrances and expenses for appropriate chart of accounts coding in accordance with annual spend plans.
• Assist with Time and Attendance system, LATS, Time Distribution (TD) codes for ITS positions (staff & contractors) to support payroll cost allocation and billing functions.
• Maintain financial accounting records using the NYS Statewide Financial System (SFS).
• Assist with the preparation of all financial statements including updating depreciation schedules, creation of journal entries, preparation of supporting schedules.
• Reconciliation of revenue and expenses for billed services.
• Monitor monthly billing to customers and cash receipts related to billings.
• Assist with cost allocation, rate development, rate reconciliation and federal rate approval process.
• Calculate and process customer bills.
• Assist with collections.
• Respond to budgeting, Chart of Accounts, billing, financial statements, time distribution and rate related questions from internal and external stakeholders.
• Perform duties ancillary to those described above and other duties as necessary.
Additional Comments The Senior Accountant will be assigned to either the Finance/Accounts Receivable Unit or the Finance/Budget Unit within the Chief Administration Office. This position is pending Division of the Budget approval.
