Duties Description The New York State Office of Information Technology Services was established by the Administration in 2012 to consolidate IT service delivery to all New York State Agencies. Duties Description:
The Citizens Service Cluster (CSC) of the NYS Office of IT Services is undertaking a $20M Infrastructure Remediation Program relative to platforms and related equipment and services within the Department of Motor Vehicles (DMV). Three infrastructure remediation projects (Windows 2003 Servers Upgrade, Biz Talk Migration and Network/Circuits Upgrade) will begin to modernize DMV’s infrastructure to align with the overall ITS strategic plan and direction. This Program is aimed at overhauling the current DMV infrastructure Statewide in terms of hardware, servers, and network components; to replace an aging infrastructure and set conditions to assimilate new operating platforms facilitated through the DMV Modernization effort; and to migrate DMV from a Windows 2003 environment into a Windows 2008 environment.

Under the direction of the Director of Project & Program Management of the Citizen Services Cluster, the incumbent will serve as the Program Manager for the DMV Infrastructure Remediation Program. Duties include but are not limited to:
• Serving as principal liaison coordinating with Enterprise Chief Operations Office (COO) and the Chief Technology Office (CTO).
• Leading the ITS DMV Remediation Leadership Team, presenting both an executive-level relationship skillset as well as a business technology skillset.
• Facilitating communication across the cluster with program, project, resource, architecture, and security leads to ensure coordinated and cohesive planning for these remediation projects.
• Overseeing, participating, facilitating, and communicating the program/project developments across all phases of the lifecycle including origination, initiation, planning, execution, and closeout of the various work streams will be expected.
• Possessing comprehensive knowledge of architecture remediation.
• Monitoring the Cluster-wide change management processes to understand the dependencies and ongoing changes.
• Managing and tracking progress across the various projects within each program and provide guidance for a wide variety of duties related to program management, including risk management, oversight of project governance, and oversight of budget and human resources activities as they relate to these large-scale, complex modernization efforts, making recommendations as appropriate. Develops progress reports for IT management that describe project status including the technical, fiscal, and staffing issues associated with project completion.
• Communicating program and project risks and issues to executive leadership, reporting on project task status from a schedule, scope, budget, and quality perspective.
• Effectively communicating with customer’s executive management, providing strong analytical, organizational, and problem solving abilities.
• Assessing technology for gap analysis purposes and identifying opportunities to better leverage system features and capabilities.
• Ensuring DMV’s remediation practices align with all ITS, state and federal policies and standards, working with other Section Heads within the IT organization to ensure compatibility of all initiatives and acquisitions within and among IT.
• Building and maintaining relationships with information technology managers within the agencies, cluster, and enterprise for sharing of information and experiences and collaborative problem solving, Providing communications to agency executives, IT managers and staff, end users, other agencies and governmental organizations, and agency business customers and vendors.
• Performing the full range of supervisory responsibilities.
