Duties Description The New York State Office of Mental Health, Bureau of Facility Personnel Services (FPS), is currently recruiting to fill a Human Resources Specialist 2, Grade 23, position.
This Bureau provides the executive management of 24 psychiatric facilities around the State with support and direction in personnel program management, operation, and service. FPS is responsible for most non-face-to-face facility personnel functions including classification actions, staffing, and exam planning. Staff also participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing for facility operations and appropriate patient care. They work directly with staff of the Department of Civil Service and the Division of the Budget on issues relating to facility personnel programs. Staff also administer and participate in large workforce initiatives.
Under the guidance of an Associate Director Human Resources, the incumbent of this position will have facility and title assignments and work directly with human resource management staff and program staff of assigned facilities to ensure facilities have the staff needed to provide services to their patients. Duties include writing effective classification, reinstatement and increased hiring rate requests with emphasis on direct care and hard to fill titles, particularly nurses and physicians.
