Duties Description Contract Management Specialist 2, G-23
Under the direction of the Contract Management Specialist 3, the incumbent will serve as a team leader managing the day to day activities of lower level staff, including Contract Management Specialists 1, G-18, through the entire service acquisition process from bidding through contract execution, administration, monitoring and renewals. Specifically, the incumbent will:
1. Supervise staff on the planning and development of procurement methods and documents. Examples include RFP’s, IFB’s, Sole/Single Source Procurements, and OGS mini-bids.
• Assist in the development of strategies for the conceptual design of the procurement methods and documents based on program requirements, coordinate and participate in the preparation of work plans, identifying key deliverables, lead responsibility and critical dates, review and submit for supervisory approval.
• Coordinate bid issuance; supervise and participate in the preparation of qualified bidder’s lists for management approval; develop external distribution lists and coordinate the distribution of bid documents.
• As appropriate, formulate or supervise the preparation of proposed resolutions to outstanding bid issues and submit for management approval any changes required prior to incorporation into the bid document.
• Coordinate clearance process to ensure approval of procurement documents at appropriate levels.
• Lead staff in preparation of material for pre-bid conferences.
• Supervise and participate in the bid evaluation process, ensure timely and effective review of bid responses. Prepare evaluation instruments, including proposal evaluations, reference checks, on site reviews and management interviews, adherence to bid requirements, departmental policies and procurement guidelines. Recommend and prepare justifications for appropriate vendor selection; prepare appropriate managements presentation materials.
• Review and recommend approval of formal written contract documents with vendors.
• Prepare or review draft responses to questions raised by control agencies during approval process.
• Supervise and participate in the preparation of procurement records to ensure all control agency requirements have been satisfied. Additionally, prepare requests for and answer subsequent questions from oversight agencies such as DOB, OGS, and OITS, to obtain required approvals (e.g. 1184, ABD, SST, PTP) for procurements.
2. Participate in the implementation of services by successful vendors.
• Supervise and participate in resolution of issues arising during contract term.
• Monitor adherence to contract provisions and compliance with administrative conditions including contractor’s MWBE compliance.
• Supervise and participate in the development of any required amendment language.
3. Monitor unit work load and new bid/renewal schedules through management reporting and tracking systems.
4. Coordinate, supervise and/or participate in special projects.
5. Train new and experienced subordinate staff on new or revised auditing techniques, laws, rules, regulations and/or policies.
