Minimum Qualifications One year of permanent service in a financial management or budgeting position allocated M-2 or higher.
Duties Description The Director Financial Administration 4 reports to the Associate Commissioner for Fiscal Administration. The incumbent will oversee the day-to-day operation of the Bureau of Budget Management and be responsible for planning, directing and coordinating all activities, and the development and administration of policies related to all OASAS State Operations, Aid to Localities, and Capital Projects budgets. The incumbent will also oversee the Bureau of Contracts and Procurements and be responsible for all contracts and procurements necessary to operate the Agency as well as the provider community; and coordination of State Financial System (SFS) activities. The duties associated with this position include: preparation of the Agency’s annual Budget request submission to the Governor’s Division of the Budget; monitor and control of annual enacted State Budget appropriations, cash spending plans and personnel targets; allocation of funds to OASAS Bureaus, ATC’s, LGU’s and Voluntary Providers; development of budgetary recommendations in response to requests from the Governor’s Office, Division of the Budget, Office of the State Comptroller, Legislature, OASAS Constituent Groups, State and Federal agencies and other interested parties; development of budgetary recommendations related to proposed Legislation and Regulations; providing sound recommendations and advice to OASAS Executive staff on State Operations and Aid to Localities budgetary and spending issues; coordination and administration of State Aid approval letter/contract processing; processing of RFMH grants; fiscal oversight of agency procurements. In addition, the Director will be the Associate Commissioner’s surrogate and bein charge when the Associate Commissioner is not available along with maintaining oversight and working relationships with the other three bureaus in the Division: Capital Management, Facilities Enforcement and Inspection Bureau and Provider Monitoring & Funding.
