Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent competitive service as an Information Technology Specialist 3, G-23 (ITS3) OR current New York State employee with one year of permanent or contingent-permanent competitive service as an Information Technology Specialist 3, G-23 OR current New York State employee with one year of permanent or contingent-permanent service in a title at or above G-21 and eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications
Experience in all phases of the Systems Development Life Cycle. Experience in implementing system(s) in a large, multi-agency, multi-vendor environment. Excellent written and verbal communication skills. Demonstrated proficiency in applying analytical techniques to reveal the most effective course of action.
Duties Description Under the direction of a Business System Analyst 3, G-25 the ITS3 will perform duties to coordinate design, develop and implement OHIP’s replacement Medicaid Management Information System, the New York Medicaid Management Information System (NYMMIS). This position will require the ability to conduct hands-on analysis work for a web-based application, while also providing direction and guidance to the technical team, product owners, subject matter experts, business analysts, and project managers. Illustrative duties include, but are not limited to: act as a liaison between technical, program area, and other stakeholders in order to ensure system, operations, and timeline requirements are met; supervise or perform business/system analysis and design activities and meet with users to gather requirements; identify project risks and issues to solve or escalate according to problem solving procedures; independently review and assess impacts of system, business process, and policy initiatives; participate in systems testing and systems maintenance; assess and manage priorities and workloads, rebalancing work as required to meet deadlines and objectives; supervise and mentor additional staff.
