Minimum Qualifications Master’s Degree* and six years of experience in planning, organizing or operating youth services or community organizing related to human services.
Four years of this experience must be in supervision or management of a major program or portion of a program; OR Four years of this experience must be in evaluating or analyzing programs, including two years of experience at the supervisory level.
*Master’s degree in psychology, sociology, social work, criminal justice, education or rehabilitation or in directly related fields.

Duties Description Under the general direction of the Assistant Commissioner for Child Welfare and Community Services, Office of Regional Operations, the Director of Children’s Services Regional Operations provides administrative and managerial leadership for the six statewide regional offices to insure that the goals and priorities of the Office of Children and Family Services are achieved.

• Provide direction, supervision and feedback to the Regional Office Directors in carrying out regional office responsibilities in the areas of Foster Care, Adoption, Preventive Services, Child Protective Services, Institutional Abuse, Domestic Violence and Fire Safety.
• Provide oversight in the supervision of Public (Local Department of Social Services) and Private (Voluntary Agencies) and Domestic Violence Programs in each region. Provide oversight to the leadership in each region in the provision of child welfare services, representing the OCFS mission, goals and priorities to relevant stakeholders consistent with OCFS needs.
• Supports new Federal and State initiatives and reviews and supports program improvement plans as required.
• Insures the performance indicator targets, and achievement of realistic and appropriate goals are met, as formulated with the Executive staff of the Division of Child Welfare and Community Services.
• Directs the provision of technical assistance to local social services district staff, including the development of outreach information for programs such as adoption and preventive services.
• Oversees the Regional Office Directors in directing staff in the comprehensive assessment, inspection, and supervision of agencies, facilities, and programs within each region.
• Participates in the development of regulations and program standards.
• Oversees the regional offices in the oversight of licensed voluntary agencies through licensing and certification institutional abuse investigations, and corrective action plans.
• Carry out special assignments and tasks in a timely and proficient manner and completes other tasks as assigned by the Assistant Commissioner.
• Works cooperatively with the Child Welfare and Community Services Management Team to operationalize the Offices’ priorities.
