Minimum Qualifications Candidates must possess a bachelor’s degree from a regionally accredited college or university or one recognized by the New York State Education Department as following accepted educational practices AND have two years of experience in intelligence analysis or in conducting homeland security, counter terrorism or emergency preparedness analysis and assessment in a law enforcement, intelligence, homeland security, emergency management or response organization.

A master’s degree may substitute for one year of the experience.

Duties Description As part of the Policy and Program Development Unit, the Homeland Security Program Analyst conducts research and policy analysis on a variety of topics related to homeland security issues and associated state priorities: provides program and operational support; communicates and coordinates with agency stakeholders and partners in the public and private sector to ensure they are meeting the specific objectives of the homeland security strategy; and participates in program/agency outreach activities. Duties include, but are not limited to the following:

• Provide analytical support for high profile and/or cross-cutting programs, projects, and initiatives.
• Conduct comprehensive research on select homeland security/public security policy trends at the state, federal and international levels interacting extensively with agency representatives, subject matter experts, advisory services and legal resources as relevant. Draft preliminary reports, recommendations and alternatives based on gathered information.
• Participate in policy planning and development to identify long and short term challenges; explore new solutions for issues that arise and identify best practices for the agency and its programs.
• Evaluate the impact of federal and state legislative programs, mandates and processes on the resources and operations of the agency.
• Develop and utilize research methodology and techniques in areas where precedents are lacking or a sparse body of knowledge or experience exists.
• Facilitate the implementation and operation of ongoing and newly evolving DHSES initiatives and assist in the coordination and operational support of targeted program activities.
• Draft correspondence, policy, white papers, standards, bulletins, advisories, progress reports and study results on targeted topics.
• Support the development of project plans, deliverables and analytical analysis for executive review.
• Manage projects with moderate complexity and risk. Prepare project status reports and communicate progress with stakeholders.
• Evaluate and comment on homeland security/public safety programs and studies conducted by other state and national governments and public/non-profit/private sector organizations.
• Organize, coordinate and facilitate meetings, work groups, and training.
• Act as liaison between DHSES and partner agencies in matters relating to DHSES initiatives; provide guidance and training to stakeholders.
• Represent the agency at conferences, meetings, work groups and other settings as appropriate.
• Support the agency’s emergency operations if/when necessary, this may include helping to staff the State Emergency Operations Center.
