Minimum Qualifications Eight (8) years of progressively responsible experience in data analytics that includes the mining and documented evaluation of complex data sets directed toward the review and analysis of program operations.
At least one (1) year experience creating reports and dashboards utilizing key metrics to inform strategic management decisions, predict future probability and trends, and/or assess the validity of new or revised work methods or audit plans.
At least one (1) year experience using business intelligence or data modeling tools (e.g. Tableau, OBIEE, Cognos, Informatica, Python, R, SPSS, SQL, Power Pivot).

EDUCATION:

A bachelor’s degree in business administration, computer or information science, economics, finance, mathematics or statistics may be substituted for four (4) years of the general experience.
A master’s degree in the same fields may be substituted for (1) additional year of experience. A Ph.D. In the same fields may be substituted for two (2) additional years of experience.

Duties Description Assist the Director of Data Analytics in the development and execution of a data analytics strategy for OSC.
• Elicit requirements from bureaus in potential areas for analysis: payment data, audit planning, fraud detection, legislative reporting mandates, etc. Facilitate efforts to translate business requirements and issues into data analytics problem statements.
• Working with SFS, CIO and OSC Bureau directors, develop an analytics implementation strategy that takes advantage of existing and proposed data repositories and tools (i.e. SFS, FirstNY, AnalyzeNY, Hyperion, eMedNY).
• Help implement new data management policies, procedures and standards.
• Develop project plans to implement various approved analytics projects. Create analytical implementation strategies that are repeatable and accessible for end users.
• Make recommendations on vendor assistance, hardware and software acquisitions related to data analytics.

Work with OSC audit divisions on particular audits that utilize data analytics to assist with the detection and prevention of fraud, waste and abuse, and payment recoveries.
• Work with designated audit staff to develop purpose, scope and objectives of short-term audits for the Office.
• Conduct work associated with these audits that demonstrates the viability and value associated with specific aspects of data analytics while building capabilities, tools, processes and staff skills in support of the long-term plan for the Office.
• Facilitate meetings attended by project team members, agency management and IT staff to discuss specific project objectives and resolve problems or issues.
• Support audit staff in their analysis efforts by introducing new predictive analytic techniques into audit operations.
