Employee Benefits Representative Trainee 1, NS: reachable on the Department of Civil Service’s PATT eligible list (Department of Civil employees only), reachable on the PCO eligible list, eligible for a Section 70.1 or 70.4 transfer, or 55-b/c eligible (Must have Bachelor’s Degree and 55b/c designation letter to qualify)

Duties Description Under the supervision of an Employee Benefits Representative 3 (Contract Management), the duties and responsibilities include, but are not limited to:
• Participate in the management of the day-to-day relationship between the State and various contractors including identifying areas of deficiency and taking appropriate action to seek satisfactory resolution of problems; research/analyze industry practices related to assigned contracts and make recommendations to current program design/operations; research and implement new legislation affecting assigned programs; assist with the development of program training modules and their presentation to EBD employees and State agency Health Benefit Administrators; and monitoring MWBE compliance.
• Work with vendors and/or EBD staff to research and resolve complex and/or high profile workers’ compensation or health benefits issues that are referred by other EBD staff, GOER and union representatives; prepare written responses summarizing findings and resolution; answer calls in EBD call center, as needed.
• Participate in the competitive bid process, including: reviewing Office of State Comptroller procurement guidelines; assisting in writing Requests for Proposals and developing evaluation criteria; evaluating bidders’ proposals; preparing recommendation memoranda; completing vendor responsibility determinations and responding to FOIL requests related to the procurements.
• Work with Counsel’s office to develop contract language and negotiate satisfactory terms with vendors; analyze financial impact of proposed contract amendments; prepare responses to inquiries from OSC as part of the contract approval process.
• Assist in the development and analysis of statistical data and program proposals; attend and document negotiation sessions.
• Respond to the operational needs of the Contract Management Unit as requested.
