Employee Benefits Representative Trainee 1, NS: reachable on the Department of Civil Service’s PATT eligible list (Department of Civil employees only), reachable on the PCO eligible list, eligible for a Section 70.1 or 70.4 transfer, or 55-b/c eligible (Must have Bachelor’s Degree and 55b/c designation letter to qualify)

Duties Description This position serves in the Policy Analysis and Strategic Planning Unit in the Employee Benefits Division and is responsible for performing policy analysis, development, and implementation pertaining to the policies and procedures of the employee benefit programs included in the New York State Health Insurance Program (NYSHIP). The incumbent, under the supervision of the Assistant Director for Policy Analysis and Strategic Planning, will participate in all aspects of Policy Analysis and Strategic Planning activities including the following:

• Policy Development: Contribute to the development of Executive Budget proposals related to NYSHIP; Review enacted federal and State legislation and advise Division management of the impact on NYSHIP; assist in the development of new policies, when needed, for NYSHIP; work with Unit and Division staff to update existing policies, review forms and other documents for compliance with NYSHIP policies.

• Policy Maintenance: Assist in the maintenance of EBD policy directives and ensure directives are reflected in Health Benefit Administrator manuals for participating agencies and participating employers.

• Correspondence: Draft responses to correspondence from public employee unions, legislative offices, and other sources in conjunction with other members of the Policy Analysis and Strategic Planning unit.

• Affordable Care Act (ACA) Compliance: Work alongside EBD staff members to ensure State compliance with numerous ACA provisions, including “employer mandate” provisions and annual reporting requirements.

• Research: Conduct research related to latest developments in health insurance industry, with particular emphasis on efforts on other large public employers’ health insurance policies and industry-wide efforts to reduce health care spending.
