Minimum Qualifications Senior Accountant, SG-18: Eligible for a 70.1 transfer (NOTE: candidates who are eligible for 70.1 transfer must demonstrate they have a Bachelor’s degree including or supplemented by 24 semester credit hours in accounting/auditing).

Accountant Trainee 1, SG-NS: EITHER: Reachable for appointment from the Accountant/Auditor Trainee list (25-971); OR: Professional Career Opportunities Select Job Titles eligible list; OR: 55 b/c eligible with a Bachelor’s degree AND 24 semester credit hours in accounting/auditing.

Duties Description Under the direction of an Associate Accountant, SG-23, the incumbents would be responsible for a combination of any of the following duties related to the Department’s administration of the New York State Health Insurance Program (NYSHIP) and other employee benefit programs:
• Complete all tasks associated with the development and processing of payment vouchers to the benefit program vendors. This includes using Microsoft Excel worksheets to calculate the amounts due, processing payment vouchers in the Statewide Financial System (SFS), maintaining sufficient cash balances for the Health, Dental, Life, and Vision programs and maintaining accurate voucher registers;
• Reconcile Fund and Bank cash accounts. Advise management regarding the status of fund balances and forecast future fund requirements;
• Complete all tasks required to maintain the General Ledger for the Health, Dental, Life and Internal Service funds. This includes the preparation and posting of journal entries, and the preparation of interim and fiscal year-end financial statements. Reconcile general ledger accounts;
• Update contract information for Health insurance contracts, including new contracts and amendments;
• Provide administration and oversight of the daily cash receipts and reconciliation of the receipts with the Accounts Receivable. Other accounting activities include application of credits to NYSHIP Participating Employer bills, monitoring and reporting aged accounts, and billing for amounts due from terminated Participating Employers;
• Assist in developing and issuing management reports and financial statements related to the benefit programs administered by the Employee Benefits Division;
• Other duties as assigned by management.
