Minimum Qualifications The Associate Commissioner is a policy making position with responsibility for formulating and carrying out OASAS statewide policy initiatives. Candidates must possess a Bachelor's degree in Business Administration, a Human Services field, Public Administration or a closely related field and five years of progressively responsible managerial experience in the fields of financial administration, budgeting and/or capital management.
Duties Description Under the direction of the OASAS Commissioner, this exempt class position has direct responsibility of the fiscal administration of the Office of Alcoholism and Substance Abuse Services. The incumbent supervises a group of Bureau Directors who are responsible for budgeting, grants management, contracting and procurements, payments and claims, and capital management.
The Associate Commissioner is a policy making position, with responsibility for carrying out policy initiatives in accordance with the Commissioner’s broad guidelines. As a member of the Commissioner’s cabinet, the incumbent plays a critical role in carrying out the mission of the agency. The incumbent:
• Directs the development and execution of the office’s state operations, local assistance and capital budgets.
• Supervises and directs the general business and administrative functions of the office.
• Provides oversight of fiscal/administrative activities related to Federal and Other Non-State funding.
• Serves as liaison with Governor’s Washington Office, National Associations and Federal Officials on Fiscal/Administrative Issues.
• Serves as liaison with State Division of Budget and other Control Agencies.
