Minimum Qualifications Interested candidates must be reachable on the Assistant Director, Information Technology Services 1 eligible list OR eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:

To be eligible for transfer, a candidate must have one year of permanent, competitive service in a title allocated to salary grade 29/M-3 or above.

Duties Description • Lead and manage the day-to-day performance of the Client Server and Web Development, Imaging and Websphere Portal Development, Data and Text Services, and IT Processing and Support teams.
• Promote project management, customer service and enhancing business capacity
• Ensure that all non-MEBEL NYSLRS systems are maintained and upgraded as is necessary to continue to meet the business/IT needs of NYSLRS.
• Participate in weekly meetings of CIO managers responsible for support of Retirement business needs.
• Ensure subordinate staff are kept informed of new requests and legislation and priorities established by ERS business units.
• Review and approve time requests, time cards, and RMS reports for subordinate staff member.
• Participate in regularly scheduled executive level meetings with CIO, NYSLRS and Redesign staff. These meetings include IT work plan meetings, Redesign collaboration meetings, Business Relationship Management meetings and Assistant Directors Management Team meetings.
• Obtain an understanding of customers’ business processes, priorities and strategic direction and foster that understanding in the CIO staff.
• Assist the Director of Enterprise Applications with tracking and approval of some NYSLRS NPS IT spending. This includes the review of both hardware and software purchases, project initiatives and training requests.
• Demonstrate an understanding of the CIO organization and use that knowledge to coordinate technical efforts across multiple CIO teams
• Act as a liaison between customers and CIO technical groups in order to foster clear, understandable communication and to set appropriate direction in order to provide the best customer service possible.
• Act as a project sponsor or project lead during large development activities and application upgrades ensuring the project scope, deliverables and expectations are well defined and achievable.
• Serve as a member of the IT Risk Management Work Group to represent the ERS perspective, contributing to the discussions and negotiating as is appropriate.
• Ensure organizational and enterprise understanding of NYSLRS’s ongoing goals, strategies, objectives and day-to-day technology support needs in order to ensure appropriate support is provided
• Solicit requests for NYSLRS overtime or special needs for system availability from ERS business units and coordinate these requests with Operations and other CIO technical units. Ensure the final schedule is published to the bulletin board and copies are sent to Operations and PS Administration

Additional Comments Knowledge, Skills & Abilities
• 1 - 2 years demonstrated experience in management/leadership skills including, but not limited to:
- Implementing/managing systems that interface with other systems.
- Facilitation skills to guide and direct groups of people.
- Leading teams.
- Supervising including completing performance programs and evaluations.
- Strategic planning.

• 2 – 5 years demonstrated experience/knowledge of application development skills including, but not limited to:
- System development life cycle management.
- Understanding the concepts of structured programming.
- Understanding the concepts of object oriented programming.

• 1 – 2 years demonstrated experience with technical writing tasks including, but not limited to:
- Evaluation of written materials and specifications.
- Evaluation of written proposals and statements of work.
- Creation of standards, procedures, service level agreements, specifications, statements of work, RFPs, etc.

• Strong oral and written communications skills.

• Experience working with vendors and/or consultants.
