Minimum Qualifications Interested candidates must be currently reachable on the Information Technology Specialist 2 (Programming), SG-18 eligible list or eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer
To be eligible to transfer, interested candidates must have at least one-year permanent competitive service in a 52.6 qualifying title allocated to salary grade 16 or higher.
Duties Description • Analyze mainframe SQL, SQR, MVS JCL, and COBOL programs as well as PeopleSoft online objects and programs
• Create design documents and other related system documentation
• Collaborate with business analysts and systems users to gather and refine system change requirements
• Establish test conditions based on code specifications
• Code and debug mainframe SQL, SQR, MVS JCL, and COBOL programs as well as PeopleSoft online objects and programs
• Develop new and update existing check printing templates for the Advanced Function Printing (AFP) applications using Design Pro Tools Software
• Provide complete Fit/ Gap analysis of proposed system changes
• Conduct technical walkthroughs of proposed system changes
• Conduct unit testing and debugging of all code changes in a development environment
• Debug and fix reported defects and implement enhancement requests
• Conduct code reviews as assigned and recommend changes.
• Perform Quality Assurance testing of code changes as assigned
• Work closely with business analysts and system users on problem identification and resolution
• Provide on-call support for after-hours batch processing as needed
Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in procedural programming (1 year to less than 3 years).
• Demonstrated experience in SQL or PL/SQL programming (1 year to less than 3 years).
• Experience in the facilitation of discussions with all levels of staff within the user community. These discussions should include the gathering of business requirements, preparation of time estimates, negotiation of realistic goals, and the reporting of project statuses.
• Creation of business solutions that meet the requirements set forth by the business, the translation of business requirements into technical specifications and adherence to established programming standards and OSC internal controls.
• Strong communication skills.
