Duties Description Assigned to the newly established Enterprise Organizational and Workforce Development Office, position incumbents will be responsible for performing cost-benefit, Return on Investment, and other complex programmatic analyses to assist with the development of sound business cases for new initiatives, technology or systems related purchases. The incumbents will also serve as a liaison with Information Technology Services (ITS) on potential technology solutions that will facilitate process enhancements identified through Lean projects. The assignments for one of these positions will be responsible for delivering business and project-based technical analysis and recommendations for the OGS Finance and Accountability business unit.

Illustrative duties include, but are not limited to:

• Work closely with staff in other OGS divisions and other agencies to develop, test, document, and implement procedures as identified through various agency Lean initiatives.
• Develop communications regarding business process changes and system requirements to OGS program staff, executives, and other stakeholders. Collaborating with staff, system contacts and business teams through various methods on a regular basis.
• Perform data collection and analysis to identify systemic issues and trends in OGS programs to identify areas of improvement or cost savings.
• Review, document and categorize current state of business processes or functions using a variety of methods (i.e., interviews, document analysis, site visits, business process diagrams and workgroups) to develop the desired future state and facilitate continuous process improvement.
• Perform business analysis intelligence activities to extract data for forecasting, service delivery metrics and provide executive leadership with data to make policy decisions.
• Work with functional service line leadership and subject matter experts to develop cost-benefit and Return on Investment analyses, establish scope control procedures, functional requirements, and full-scale project plans for IT projects and business needs; effectively communicate expectations in a timely and clear fashion; and liaise with unit supervisors and directors on an on-going basis.
• Translate user requirements into functional specifications that can be understood and implemented by the technical team.
• Monitor compliance with functional specifications and business deliverables.
• Review business changes and assist in the development and writing of policy and procedures.
• Develop and deliver progress reports, proposals, requirements documentation, presentations, and applicable dashboards.
• Build, develop and grow any business relationships vital to the success of the project.
• Conduct project close-out analyses and create a recommendations report in order to identify successful and unsuccessful project elements.
• Guide cross-functional teams to resolve issues and deliver breakthrough improvements consistent with best demonstrated practices.
• Assist in project reviews and development of quality assurance procedures designed to improve business process and mitigate risks.
