Minimum Qualifications Open to NYS employees with one year of permanent, competitive service as a Senior Budgeting Analyst, G-18; OR who are in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Qualifications for Budgeting Analyst Trainee:
Also open to NYS employees who are in a title approved for transfer to Budgeting Analyst Trainee under Section 70.1 or 52.6 of the Civil Service Law.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher who have standing on the PCO or PMI eligible lists, or who have a bachelor’s degree and are active on the PATT eligible list may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law.
Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55b/c program must possess a bachelor's degree to meet the education qualifications. The salary range identified above applies to candidates appointed to Senior Budgeting Analyst, G-18. The hiring rate for candidates appointed to Budgeting Analyst Trainee 1 starts at $39,720 and is based on the candidate's salary at the time of hire. Candidates hired into the Budgeting Analyst traineeship will be advanced to Senior Budgeting Analyst upon the successful completion of a two-year traineeship.
Duties Description Under the direction of Project Manager 2, SG-25, within the Chief Portfolio Office, Strategic Planning, Governance, Portfolio and Budget Management in Albany, NY, the position will support the Project Manager 2 in all areas of project portfolio, project management, financial management and strategic planning. This includes the training on governance and process within the assigned clusters or enterprise organization/lines of service. The position will be dedicated to a cluster(s) and/or enterprise service areas based on portfolio size including project complexity.
Specific duties include, but are not limited to:
• Monitor and analyze and continuously manage the portfolio, assessing project performance, benefits delivery and investment results;
• Perform reviews on application portfolios and include assistance in the application rationalization, on an as needed basis;
• Support the Project Portfolio and Project Management Governance methodology including the development, refinement, training and socialization of process, templates and tools.
• Support the Project Management Methodology and corresponding project management templates that are required for projects that will be included in the portfolio including development, refinement, training and socialization of process templates and tools.
• Support the Project Portfolio data quality methodology including the development, refinement, training and socialization of process, templates and tools.
• Facilitate and implement Cluster integration of all project portfolio and project management methodologies
• Conduct portfolio and project management data quality reviews;
• Support the Cluster PMO Director Meetings;
• Support the IT Strategic Planning Board;
• Maintain the PMO Sharepoint Site;
• Administer the project module of ITSM and produce shared reports as well as ad-hoc report requests;
• Participate in PMO Workgroups to improve processes across the organization;
• Work closely with various levels of the ITS organization to facilitate the completion of critical tasks. At a minimum, this requires knowledge of organizational operations such as HR, Finance, Budgets, Procurements, organizational development programs;???
• Support the development and management of the strategic plan;
• Perform all supervisory responsibilities.
