Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Associate Public Information Specialist, G-23/Public Information Specialist 2, G-23.

Provisional Qualifications:

Promotion: One year as a Senior Public Information Specialist, G-18/Public Information Specialist 1, G-18.

Open Competitive: Bachelor's degree in media, communications, journalism, broadcasting, public relations, or related field; and three years of experience in public or governmental relations; and/or in writing or producing content for various media; or seven years of such experience.

NCP Qualifications:
If there are no more than three qualified candidates in the direct line promotion field for this position, the agency may request approval from the Department of Civil Service to fill this position via a Non-Competitive Promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for a NCP, candidates must have one year of permanent, competitive service in a Senior Public Information Specialist, G-18/Public Information Specialist 1, G-18, title.

Duties Description Reporting to the Director of Communications (Special Assistant), the Public Information Specialist 2 will advance the Office of Information Technology Services (ITS) service delivery goals through effective communication and other special initiatives which improve and enhance customer experience. This position requires outstanding oral and written communication and interpersonal skills, and proven ability to analyze and translate diverse information from various sources.

Illustrative duties include, but are not limited to, the following:

• Provide communication leadership and other special assistance to the Director of End User Services and other senior operations staff. Proactively help identify communication opportunities to enhance ITS customer experience;
• Identify communication and other opportunities to assist the Director of End User Services and Service Operations Directors to improve the delivery of IT services and effectively address change management;
• Implement communications strategies for the promotion of end-user services, for high-profile projects, and to manage change. Ensure messages delivered are consistent, easily understood, and are delivered to the appropriate project stakeholders and affected users;
• Work with operations and the Learning and Talent Management Office to improve education and training of new or enhanced end-user services. Work with the Director of Communications and other leaders to develop communications/marketing materials that showcase ITS services and tools, and to ensure users understand the impact of service modifications or upgrades;
• Serve as an internal resource for the Director of End User Services using appropriate communication methods. Provide writing, editing, and creative support to the Director of End User Services and the office of the Chief Operating Officer;
• Serve as a communications liaison between the Communications Office, the COO office, and other business units including the Service Delivery Management office;
• Help identify all ways end-users will be affected during the implementation of new or enhanced services, and manage the process from a front-facing perspective, utilizing effective communication methods.
• Perform full range of supervisory responsibilities.
