Minimum Qualifications MINIMUM QUALIFICATIONS:
Interested candidates must be reachable on the current Civil Service Eligible List or eligible to transfer under Section 70.1 of the Civil Service Law.
To be eligible for a 70.1 transfer:
1. To a Sr. Auditor, SG-18, a candidate must have one year of permanent, competitive service in any of the following titles: Senior Abandon Property Accounts Auditor, Senior Accountant, Senior Examiner Municipal Affairs, Senior Health Care Fiscal Analyst, State Program Examiner 1 (Fiscal).
2. In addition, candidates in the following titles may be eligible for transfer if they have a bachelor’s degree and 24 credit hours in accounting/auditing: Associate Auditor State Expenditure, Bank Examiner, Data Processing Fiscal System Analyst 1, Insurance Examiner, Senior Internal Auditor, State Program Examiner 1, State Examiner 1 (System), Tax Auditor 1.
3. To an Auditor Trainee 1 or 2, a candidate must have one year of permanent competitive service in any of the following titles: Accountant Trainee 1 or 2, Examiner Municipal Affairs Trainee 1 or 2, Health Care Fiscal Analyst Trainee 1 or 2, Insurance Examiner Trainee 1 or 2.
4. In addition, candidates in the following titles may be eligible for transfer if they have a bachelor’s degree, 24 credit hours in accounting/auditing and one year full time experience in accounting/auditing: Bank Examiner Trainee 1 or 2, Data Processing Fiscal System Auditor Trainee 1 or 2, Tax Auditor Trainee 1 or 2.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
As a Senior Auditor with OPWDD, responsibilities would include but not be limited to the following:
• Performing billing and claiming audits in accordance with the Centers for Medicaid and Medicare Services (CMS) mandate.
• Participating in preliminary studies to assess risks.
• Contributing to the development of audit plans and programs.
• Designing and developing work-papers and analysis to meet audit objectives.
• Interviewing agency personnel, including management level staff.
• Developing audit findings and present audit results to senior management and staff.
• Conducting follow-up audits independently to determine whether recommendations have been implemented timely.
• Conducting analysis using computer-assisted audit techniques.
