1. Bachelor’s Degree or higher in fire protection engineering; OR
2. Six years of full-time experience* in fire protection engineering; OR
3. Bachelor’s Degree in any engineering discipline and two years of full-time paid experience* in fire protection engineering.

Duties Description The Division of Building Standards and Codes (BSC) administers the mandatory statewide Uniform Fire Prevention and Building Code (Uniform Code) and State Energy Conservation Construction Code (Energy Code). The Division provides a variety of services related to the Uniform Code and Energy Code. It provides technical assistance, administers variances, delivers educational courses, oversees the enforcement practices of local governments and serves as secretariat to the State Fire Prevention and Building Code Council. The Albany Central Office and eleven regional offices throughout the state provide regional service to elected officials and local code enforcement personnel regarding general requirements for code enforcement. The Division program was created by Chapter 707 of the Laws of 1981. The New York Legislature enacted Article 18 of the Executive Law, directing the formulation of a Uniform Fire Prevention and Building Code (Uniform Code). The Uniform Code is designed to cover new construction, building rehabilitation, fire safety, and housing maintenance. Duties include, but are not limited to the following:






Review building plans to determine compliance with the requirements of the 2015 International Codes and the appropriate National Fire Protection Association (NFPA) standards applicable to the design and installation of automatic sprinkler systems, stand pipe and hose systems, fire and smoke detection and alarm systems, and standards related to the storage of hazardous materials.
• Analyze building and building systems design (construction codes, materials and design) for flammability, for hazards when subjected to fire, and for effectiveness and appropriateness of different systems with certain structures and building materials.
• Review hydraulic calculations using contemporary fire modeling techniques.
• Evaluate fire protection delivery systems (community, industrial and residential).
• Evaluate and propose hazardous materials programs for response, management, laws, etc.
Propose and review changes to the Uniform Code based on findings of post-fire analysis and investigations.
Review, apply and provide technical support on the 2015 International Codes pertaining to fire protection, life safety, exits, building construction, etc.
Serve as a representative of the Department of States team of technical experts in matters related to fire, building, and energy codes.
