Duties Description •Under the supervision of the Director of Human Resources Management, the incumbent will be involved in activities related to that of a Human Resources Office “Generalist”. These activities will ultimately involve all aspects of the Human Resources Office operations including but not limited to the following:
•Ability to travel is required for this position.
•Recruitment: Identifies staffing needs, confers with Operations Managers, Department Heads, and Program Coordinators to insure timely filling of vacancies; creates internal job postings and/or sends for appropriate lists; schedules and participates in the interview process; advises HR support staff of resulting personnel transaction needed for processing within specific deadlines, and assures all internal and external control agency clearances are met; advertisements; establishes and maintains a working relationship with potential recruitment sources such as colleges, professional and technical organizations, etc.
•Classification: Receives requests for classification for new positions and/or reclassification of current positions. Reviews organizational relationships, conducts job audits, and develops appropriate classification recommendations. Prepares agency classification requests and supporting justifications.
•Examinations: Administers decentralized examinations; assures exam materials are kept secured and all candidates are tested and rated fairly and objectively against consistent standards in accordance with Civil Service Law: scores training and experience exam applications; maintains resulting eligible lists; notifies candidates of score and length of eligibility.
•Employee Benefits: May be involved in orientation of newly hired employees providing clear and accurate information regarding their responsibilities, rights/benefits, the organization’s structure, goals, objectives and procedures as well as sources of help and assistance; will be involved in administering the time and attendance rules and pertinent leave programs such as military, educational, probationary, sick leave and the VRWS and Leave Donation Program.
•Employee Relations: Assist in the administration and implementation of the DDSO’s employee relations program. This may involve contract interpretation, grievance response/resolution, investigations, and participation in Labor-Management negotiations, as assigned.
•In all of the above, the incumbent will work in concert with the various control agencies including the Department of Civil Service, Audit and Control, Division of the Budget, OPWDD Central Office, and Employee Relations Office.
•Other Duties as assigned.
