Minimum Qualifications Interested candidates must be must be eligible for transfer under Section 70.1 of the Civil Service Law or met the minimum qualifications for provisional appointment.

70.1:
To be eligible for transfer under 70.1 individual must have one year of permanent competitive service in a qualifying title in one of the following: Head Audit Clerk, Senior Internal Auditor, State Program Examiner 1 or State Program Examiner 1 (fiscal)

Provisional:
Interested candidate must be a qualified employee of the New York State Office of the State Comptroller and have had one year of permanent competitive service as a Principal Audit Clerk, Principal Accountant Clerk, Office Assistant 3 (Calculations), or Accountant Aide.

If appointed candidate must take, pass and be reachable for permanent appointment from the next holding of the State Expenditures Examiner 1.

Duties Description 15 Day Legislation Initiative Implementation
• Under the supervision of a State Program Examiner II, perform activities to support the implementation of the 15 Day Legislation Initiative.
• Collaborating with SFS, agencies and vendors to enable compliance with 15 day legislation;
• Identifying potential small business population and developing and implementing a communication strategy to perform outreach to small businesses;
• Supervising one or more of Office Assistant 3 (Calc)s to enroll small businesses in ACH and eSupplier as prerequisites to eInvoicing;
• Supervising one or more OA3(Calc)s to enroll small business vendors in eInvoicing, including supervising a high level of vendor education and support;
• Working with OGS and supervising OA3(Calc)s to enroll businesses in Marketplace, if applicable;
• Analyzing, evaluating and reporting on results of outreach initiative;
• Identifying system defects related to ACH, eSupplier and eInvoicing, determining the impact of such defects and identifying corrective action as appropriate; and
• Providing customer service, guidance and support to vendors and agencies.

Special Projects
• Under the supervision of a State Program Examiner II, perform activities to support the implementation of various eCommerce initiatives and other special projects.
• Identifying populations of vendors that are good candidates for eCommerce initiatives and performing outreach to educate and enroll them in eCommerce options such as electronic invoicing and electronic purchase order dispatch;
• Creating and updating vendor records and agreements in the system to enable eCommerce functionality;
• Participating in meetings and committees about eCommerce on behalf of the vendor management unit; and
• Performing ad hoc special projects as they arise.

Supervision and Administration
• Supervising one or more staff (Office Assistant 3/Agency Program Aide/Office Assistant 2) to perform duties related to vendor file maintenance and 1099 production.
• Training, evaluating and providing formal and informal feedback and coaching to maximize staff performance capability.
• Tracking and maintaining the team’s daily activity log and investigating/implementing ways to improve team efficiency and effectiveness.

Additional Comments DESIRED COMPETENCIES:

• Audit Concept – Candidate must be detail oriented and show aptitude for organizing and analyzing data. Prior experience in auditing or with audit-related concepts is a plus.
• Communication – Candidate must be able to communicate effectively verbally and in writing to other state agency representatives as well OSC personnel.
• Leadership – Candidate must have leadership ability to skillfully lead assigned staff. This includes creating a positive work environment. Candidate must be able to motivate staff and ensure team is performing to required standards.
• Self -Development – Candidate must demonstrate self-reliance, adaptability, versatility and ability to continually improve current skills and set appropriate goals.
• Technology – Candidate must be able to use technology effectively to accomplish tasks. Experience/familiarity with SFS is a plus.
• Work Ethic – Candidate must embrace a work ethic where enthusiasm, motivation and professionalism are fundamental. The employee must maintain a positive attitude and interest in duties, consistently apply effort and be receptive to new work assignments.
