Minimum Qualifications Open to New York State Employees:

Candidates must be reachable for appointment on the current Civil Service list for this title;

OR

be eligible to transfer via Section 70.1 of Civil Service Law by having at least one year of permanent service in a title approved for transfer by Civil Service within two salary grades of the Grade 11 level.

Provisional Opportunity - In the event that there is not a valid eligible list at this location, candidates who meet the following promotional qualification may be qualified for a provisional appointment: You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as follows: Office Assistant 1 (Keyboarding), Office Assistant 2 (Keyboarding), Law Department Document Specialist Trainee 1, Law Department Document Specialist Trainee 2, or Law Department Document Specialist. If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Candidates who have not previously served in a keyboarding title must demonstrate adequate keyboarding skills (i.e. the ability to type 35 words per minute with at least 96% accuracy) by passing the Keyboard Proficiency test.

Duties Description As a Secretary 1, you would perform tasks which fall into four broad categories: communication, coordination, organization, and records maintenance. Within these categories, you would perform a variety of tasks which enable managers and program staff to accomplish the mission of the agency. You would review incoming correspondence and draft responses where appropriate; review outgoing correspondence; research background information; transmit instructions to staff and conduct follow-up. You would handle telephone calls and visitors and respond to questions; coordinate and arrange meetings; establish office procedures; design, set up, and maintain office filing systems (including electronic); resolve day-to-day operational problems; coordinate information flow by acting as a liaison among key executives, staff, other employees, and the public; and operate equipment which requires the skilled use of a standard alpha-numeric keyboard to produce correspondence, reports, and other agency documents.

Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application,may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Additional Comments:

The hours are primarily a day shift of 8:30am to 4:30 pm Monday to Friday, however, evening hours and some weekend hours may be required in the future.
