Minimum Qualifications Eleven (11) years of professional level work experience, five (5) of which must have included managerial, decision-making, and/or oversight responsibilities for a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree in an appropriate field may be substituted for four (4) years of the general professional experience; a master’s degree in an appropriate field may be substituted for an additional one (1) year of that experience.
Preferred Qualifications
Preferred candidate should have one or more of the following: experience managing a large public health program or multiple programs which include distribution of multiple sources of funds in the community; knowledge of evidence based public health practice in maternal and child health, chronic disease, nutrition and/or communicable disease control; experience in policy development and/or program management to address public health or the social determinants of health; and/or experience managing the delivery of services in the community in a large clinical or community based program.
Duties Description The Health Program Director 3 (HPD3) will serve as the Director of the Center for Community Health (CCH) and will provide policy and program direction and oversee administrative management of nearly 1,000 employees and over $1 billion in four large Divisions including the Division of Chronic Disease Prevention; the Division of Epidemiology; the Division of Nutrition and the Division of Family Health. The CCH Director reports to the Deputy Commissioner, Office of Public Health. Specific duties include: Direct supervision of four Division Directors and an administrative staff; Oversight of the development of budget proposals, State of the State proposals and other policies and initiatives for consideration by Department Executive staff and the Governor’s Office; Setting priorities for the Divisions’ work and appropriately deploying resources according to priority needs; Working collaboratively with Executive staff, the Office of Public Health and its Centers (CCH, the Center for Environmental Health, the AIDS Institute, the Wadsworth Laboratories, the Office of Public Health Practice and the Office of Health Emergency Preparedness) and the Department’s other Offices (Office of Primary Care and Health Systems Management, Office of Quality and Patient Safety, Public Affairs Group, Office of Intergovernmental Affairs and others) on cross agency functions and emergency response; Maintaining regulations as current with federal requirements, Public Health Law and evidence based practice and assuring compliance with federal requirements, Public Health Law and regulations applicable to the Department; Oversight of the activities of program specific Department Advisory Boards; Collaborative management of the Center’s information technology in cooperation with the Information Technology Services (ITS) agency and contractors; Oversight of services provided directly to providers, facilities and public statewide including medical consultation and disease investigation; and Other duties as assigned.
