Minimum Qualifications Candidates must be reachable on the current Civil Service List for this title or be a NYS employee eligible to transfer via 70.1 or 52.6 of the Civil Service Law with one year of permanent service in a qualifying title.

• Familiarity with compliance regulations, OPWDD Administrative Memorandums (ADM’s), HCBS waiver state-operated service programs, service documentation, internal control processes;
• Strong analytical and administrative skills/experience;
• Including reviewing and writing of policies and procedures;
• Presentation and training experience helpful;
• Microsoft Office Suite skills;
• Ability to function independently and in a team environment.
Duties Description As a condition of Medicaid participation, certain laws require OPWDD as a provider (state operations) to adopt and implement an effective compliance program to identify areas of Medicaid fraud, waste, and abuse to assist with the integrity of the Medicaid program. This position will report to the Compliance Officer and will have supervisory responsibility over unit staff to assist the agency in effectuating its compliance program in accordance with state and federal regulations and guidance.
PRIMARY DUTIES AND RESPONSIBILITIES:
The Unit Supervisor will supervise Central Office staff and interact with management and field staff to facilitate agency efforts to avoid costs associated with audit recoveries to retain revenues. Efforts will be focused on the areas identified as most vulnerable and problematic. In addition, the incumbent supervises staff in providing coordination and referrals for allegations of fraud, waste, and abuse, and in district self-disclosure reporting. Compliance complaints may cover many areas including billings, health, safety, systemic errors, or Medicaid fraud.
The unit director will oversee staff in the following activities:
• Facilitating and monitoring of Medicaid Compliance program activities and agency assessment of required elements of regulation in support of OPWDD and the Commissioner’s required annual certification of compliance for OPWDD as a provider of services. Stays current on new or updated guidance from oversight agencies on areas relating to compliance program operation;
• Facilitating and monitoring of agency activities for compliance for the annual Deficit Reduction Act (DRA) of 2005 certification;
• Providing coordination and referral for compliance complaints or allegations of fraud, waste, and abuse, Medicaid fraud, or health and safety issues;
• Providing coordination on internal agency processes of district self-reported disclosures for transmittal to the NYS OMIG where circumstances warrant;
• Attending or participating in facilitation of statewide district meetings and individual DDSOO or SOO meeting regarding compliance activities;
• Providing compliance assistance with coordinating inquiries and providing outreach support to the SOO liaison field staff;
• Developing, assisting or recommending development of tools, policies and procedures, or directives for staff to the Compliance Officer, State Operations Directors, Division Directors, and others, in order to ensure agency compliance for certification;
• Generally participates or oversees other unit activities to promote compliance and efficiencies for state operations across the organization.
