Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Education Finance Specialist 1.

§70.1 Transfer: One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. For 70.1 transfer to the Education Finance Specialist Trainee 1, candidates must have one year of permanent competitive or 55b/c service in a qualifying title SG-11 or above.

§70.4 Transfer: Candidates may be eligible for transfer to Education Finance Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the PCO, PMI, or NYSED PATT eligible lists.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or the Public Management Intern Eligible list may be considered for appointment.

Preferred Qualifications: Strong skills in Microsoft Office Suite including: Word, Excel, Access, and Visio.

Duties Description The New York State Education Department’s (NYSED) Office of Financial Administration (OFA) is seeking candidates for the position of Education Finance Specialist 1. The incumbent of this position will assist with the fiscal oversight of the State and Federal Child Nutrition program administered by the Department and currently in excess of $600 million annually. Other duties of this position will include, but are not limited to, the following:

• Monitor State and federal resources for the Child Nutrition Program;
• Assist in the preparation of federal programmatic and fiscal reports as required by the United States Department of Education (USDE);
• Develop expenditure plans;
• Serve as key liaison with USDE on fiscal issues;
• Develop allocation plans for State and federal resources; and
• Perform additional duties, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval. Candidates will be required to provide proof of degree and transcripts. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $66,494 based on annual performance advances.

The salary listed above applies to candidates appointed to Education Finance Specialist 1, SG-18. The hiring rate for candidates appointed to Education Finance Specialist Trainee 1 starts at $39,713, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Education Finance Specialist 1 upon successful completion of a two-year traineeship.
