Minimum Qualifications MINIMUM QUALIFICATIONS:
§52.6 TRANSFER: One year of permanent competitive or 55 b/c service in a title M-1/SG-24 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.
ELIGIBLE LIST APPOINTMENT: Candidates who are reachable on the Principal Internal Auditor eligible list may be considered for appointment.
PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who meet the minimum qualifications and also possess the following: an advanced degree, excellent verbal, written and interpersonal communication skills; proven ability to successfully work with people at all levels within the organization; experience supervising several staff members; ability to organize and prioritize multiple tasks and meet deadlines; and ability to assimilate complex situations and communicate their implications effectively.
*Leads to a maximum salary of $101,536 based on annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Office of Audit Services (OAS) is seeking applicants to fill the position of Principal Internal Auditor. The OAS is responsible for conducting audits of educational entities such as school districts, BOCES, not-for-profit organizations, and others located throughout the State that are regulated by, or receive funds administered by the NYSED and also conducts internal audits of Department programs, functions, activities, and internal controls. Under the direction of the Director of Audit Services, the Principal Internal Auditor will organize and coordinate the activities and responsibilities of an internal audit team. Duties of this position will include, but are not limited to, the following:
• Develop an in-depth understanding of all NYSED program areas, grants or functions and perform audit risk assessments;
• Identify audit priorities;
• Assist in developing annual audit plans and short term audit plans consistent with the overall goals and objectives of the OAS;
• Prioritize audits based on evaluation of risk and schedule assignments to maximize auditing resources and value to support NYSED’s mission and objectives;
• Develop audit staffing schedules and ensure adequate resources have been provided to the audit teams to facilitate timely and efficient completion of audits;
• Supervise and direct subordinate staff in planning and organizing audits, performing assurance work, and investigating work performed in response to allegations of fraud, waste, corruption, criminal activity, conflicts of interest and abuse;
• Review work papers and reports prepared by staff;
• Monitor the work of the audit team to ensure audit objectives have been achieved;
• Review, edit and vet final audit reports to ensure relevant audit recommendations are fully supported by audit work and are insightful, appropriate and designed to further enhance operations;
• Participate in the strategic direction of the office by offering suggestions for process improvement, bringing attention to areas of high risk within the Department, and researching new methods of performing audits;
• Monitor and evaluate subordinates’ work performance and prepare annual evaluations;
• Participate in meetings and discussions with NYSED senior management/executive staff and outside agency parties;
• Participate in the development and delivery of bureau training programs and audit manuals; and
• Perform other duties, as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position may require periodic overtime and overnight travel.
