Minimum Qualifications Office of General Services employees who have permanent or contingent-permanent status in the posted title and are interested in reassignment; OR current New York State employees with permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 2; OR current New York State employee with permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 21 and eligible for transfer under section 52.6 or 70.1 of the Civil Service Law.

Duties Description • Review, monitor and audit contract payments to ensure that they are in accordance with contract terms.
• Provide programs and managers with contractual payment data, information and history.
• Develop, implement and maintain office policies and procedures to monitor and control the procurement process and achieve efficiency.
• Train both new and experienced subordinate staff on new or revised procurement techniques, laws, rules, regulations, or policies.
• Supervision of purchasing and office assistant staff.
• Develop and maintain an effective working relationship with programs, vendors and administration.
• Review and evaluate proposed procurements for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds, and appropriateness of rates.
• Review procurement records to ensure that all applicable laws, rules and regulations are adhered to.
• Provide technical assistance in establishing and evaluating more complex procurements.
• Negotiate, develop and conduct cost evaluation on procurements.
• Serve as a liaison for billing, contract payments and procurements.
• Review, process and assist program in complex interagency billings.
