Minimum Qualifications Interested candidates must be reachable on the Employees’ Retirement System Examiner 3 List or eligible to transfer under Section 70.1 of the Civil Service Law.
To be eligible for a 70.1 transfer:
Interested candidates must have one year of permanent competitive service in a qualifying title allocated to a salary grade 10 or above.
Duties Description Explains and interprets the Retirement and Social Security Law, the Comptroller’s Rules and Regulations, and Retirement System process and procedures by phone or email to members, retirees, union representatives, retiree organization representatives, financial planners, attorneys, accountants, legislators and their staff and other interested parties.
• Responds to incoming telephone calls from customers
• Completes emails sent from customers
• Completes member and pensioner death reports
• Faxes pertinent information as necessary
• Uses MEBEL system as well as various databases to look up customer and Retirement System information
Serves as a liaison between the caller and processing bureau representatives when inquiries are case specific or require a service commitment.
• Completes blue slips summarizing the questions and/or comments from customers that need to be relayed to the processing units for review and/or response
Participates in special projects at the request of management.
• Completes benefit projections per member request
• Conducts user testing for applications as necessary
Provides pre-service support to Information Representatives to help ensure timely and thorough member service
• Assists Information Representatives at the Call Center and/or the Information Office, pre-screening customers with scheduled interviews by ascertaining their needs and resolving their basic questions
Processes requests from members and other interested parties for Retirement Systems’ forms and literature - this literature consists of nearly 100 different booklets and brochures.
• Takes down information obtained from customers via telephone or email including their names, addresses and literature requested, and relays this information to clerical staff for distribution

• Exhibits excellent interpersonal skills with staff and customers, both over the telephone and in-person
• Possesses effective oral and written skills
• Performs tasks accurately and within specific time frames
• Operates a personal computer and effectively demonstrates a working knowledge of customized Lotus Notes Databases, the Retirement System’s MEBEL database with its 60 different case types and 180+ action codes, the Internet and OSC’s Intranet in order to access Retirement Systems’ laws, policies and procedures
• Demonstrates the ability to perform complex mathematical calculations as necessary
• Acquires, retains and applies extensive Retirement System knowledge to respond to customer inquiries
