Minimum Qualifications One year of permanent or contingent permanent, competitive service in the Senior Budgeting Analyst title or eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

For appointment to a two year traineeship leading to Senior Budgeting Analyst, SG-18: Reachable for appointment from any of the following lists: the Public Administration Traineeship Transition Program (PATT) or Professional Career Opportunities (PCO).

Duties Description Under the direction of an Associate Budgeting Analyst, the Senior Budgeting Analyst or Budgeting Analyst Trainee 1, will perform duties that include, but are not limited to, the following:

• Supervise and perform purchasing functions for the Commission.
• Understand State procurement practices.
• Train and aid employees on the SFS requisition/purchasing process.
• Prepare and edit SFS requisitions requiring purchase orders as needed. Ensure all procurement guidelines are followed for each purchase request (i.e. OGS Procurement Guidelines, SFL, OSC GFO and BSC procedures).
• Point of contact with the BSC regarding purchase orders.
• Responsible for SFS coding on all purchase orders ensuring the appropriate Commission program is charged and categorized correctly. Communicate funding needs or report coding errors to the Associate Budgeting Analyst.
• Monitor SFS requisitions and purchase orders for timely approvals, dispatching and research any errors.
• Process PO change orders when needed.
• Provide aid in spending decisions by researching project costs and report budget impacts to Associate Budgeting Analyst.
• Coordinate new fiscal year requisition and PO needs with Associate Budgeting Analyst and Head Account Clerk.
