Duties Description Senior Forest Appraiser, G-18
Regional Field Office

Under the supervision of a Supervising Forest Appraiser or other higher level manager, incumbents perform the following duties:

• Addresses needs of customers by analyzing data to determine deficiencies of computer systems and writes specifications to enable programming staff to make needed modifications. Participates in testing and upgrading of agency computer programs. Frequently involved in database modeling, deployment, and installation on customer’s computer hardware. Assists in the creation of documentation for all systems developed.

• Performs functions and tasks associated with the GIS programs in relation to forestry.

• Works in collaborative manner with assessors, real property tax directors, and local officials to achieve and maintain an equitable real property tax administration system.

• Reviews all staff forestry inventory data on both State owned and private forest lands in accordance with established procedures and definitions. Ensure that appropriate quality and quantity standards are met and that staff responsible for the collection of data are adequately trained.

• Provides forestry information and assistance to regional and local municipal staff in support of reassessment projects. Value verification of forestry parcel values. Trains local offices in, and assists them in the use of methodology used in the valuation of forest property.

• Performs data analysis and statistical techniques to quantify and interpret computer assisted valuation models and support equalization on both State and private forestlands. Perform on-site field review of private forestland for advisory appraisals or in the equalization rate sample.

• Analyzes lakeshore, forest and vacant land sales to determine preliminary values for use in schedule development. Collect and analyze timber stumpage sales data and logging cost data to establish preliminary timber stumpage values. Performs on-site field review of private forest land for advisory appraisals or in the equalization rate sample. Values the parcel in accordance with accepted methodology, utilizing Forest Unit value schedules.

• Performs data collection on both Taxable State owned and private forestlands. Verification of inventory and collection of appropriate sales data relevant to assessment grievance procedures for State land parcels. Performs field inspection and inventory data collection necessary to conduct market valuation for newly acquired State forestland.

• Provides technical instruction or participates in development of instructional materials for both the Forestry Unit and the assessing community.

• Performs functions and tasks associated with the administration of real property tax programs.

• Prepares draft narrative appraisal reports utilizing forest appraisal methodology and market information for selected State owned properties for use in proceeding involving local taxing jurisdictions. Provides expert testimony as needed.
