Source titles from which transfers may be made must be designated administrative and be within two salary grades of the target title.

70.1 Transfer Qualifications:

For Workforce Programs Specialist 1, SG 18:

You may be eligible for a Section 70.1 transfer to Workforce Programs Specialist 1, Grade 18 if you have one year of permanent, competitive service or have successfully completed a permanent traineeship to one of the following transfer eligible titles:

Labor Services Representative – SG 16
Labor Services Representative (any language parenthetic) – SG 16
Labor Services Representative (LVER) – SG 16
Supervising Labor Services Representative – SG 20
Employment Services Representative – SG 18
Unemployment Insurance Reviewing Examiner – SG 16

*Please note: Labor Services Representative (DVOP), SG 16 and hourly positions are not 70.1 transfer eligible

You may also be eligible for a Section 70.1 transfer to Workforce Programs Specialist 1, Grade 18 if you have one year of permanent, competitive service or have successfully completed a permanent traineeship in certain titles filled by the PCO exam if you ALSO meet the following minimum qualifications:

A Bachelor’s degree and two years of experience* in performing one or more of the following activities: a) Developing and implementing plans or proposals to deliver workforce development and training programs; b) evaluating, monitoring or administering workforce development and training programs; c) managing contracts and budgets for workforce development and training programs, which MUST include development, negotiation, execution, fiscal management, and monitoring or program review; d) determining eligibility for public assistance; and e) assessing applicants for, or recipients of, welfare employment program benefits to identify and remove barriers to self sufficiency.

*It is the candidates’ responsibility to clearly demonstrate that they meet the minimum qualifications as described above.

70.4 Transfer Qualifications: Candidates with one year of permanent, competitive Service at salary grade 11 or higher AND a Bachelor’s degree AND a passing score on either the Professional Career Opportunities (PCO) or the Public Administration Transition Test (PATT) may be considered for a 70.4 transfer to a Workforce Programs Specialist Trainee 1, NS equated SG 13.

Duties Description The Workforce Programs Specialist 1 duties include but are not limited to: assisting in the development, monitoring, and management of workforce development and training programs, contracts and proposals, including the review of contractual data, contract modifications expenditure tracking, voucher processing, collaboration with field monitoring staff and Business Services staff and routine ad hoc reporting. A Workforce Programs Specialist 1 will also prepare detailed analysis as needed and provide technical assistance and guidance to contractors, program operators, workforce development partners, and other agencies to ensure compliance with applicable laws and regulations. They may also review and analyze pending and enacted federal and State legislation, federal regulations, as well as technical advisories and bulletins.
