•Eligible for 70.1 or 52.6 transfer by way of current permanent status in a title deemed comparable to Rehabilitation Counselor 2, by the Department of Civil Service.

•Qualified for provisional appointment by meeting the minimum qualifications on the Rehabilitation Counselor 2 examination announcement, should the eligible list become exhausted or broken.
Duties Description Under the supervision of the DDPSIV(s), and as part of state operations service delivery, is responsible to ensure there is compliance with regulations in the provision of HCBS –habilitation / waiver services which must have a focus on individualized person center planning approaches, provision of person centered services and documentation to support Medicaid billing requirements.
This position will be responsible to ensure there are systematic approaches to service delivery and ensure consistent system of documentation of services for the district. RHC 2 will coordinate and support Habilitation Specialist’s 1 and 2, in the two regions of the district, to ensure compliance with regulations and DQI program certification audits. This positon must ensure best practices are implemented to consistently meet standards for service provision. There will be a focus on development of educational standards for any new habilitation staff. The position will need to ensure the implementation and documentation are consistent with person centered planning criteria and reflect person centered participation in development of habilitation services and community inclusion experiences.
There is the responsibility to develop and ensure that habilitation specialist implement self-assessment tools to service delivery and documentation to manage vulnerabilities and need for education. The position will be responsible to conduct verification audits to ensure compliance with expectations for habilitation specialists and to maintain a systematic analysis of vulnerabilities and educational needs for staff.
The RHC 2 will conduct regular and routine meetings with Habilitation Specialist to discuss documentation system, service provision, share best practices and keep all apprised of expectations regarding regulatory and Medicaid billing requirements. RHC 2 will interface with Treatment Team leaders, DDPIV’s, Residential managers and House Leaders related to service provision and documentation expectations by the staff. RHC 2 will also have a role to collaborate with Program Certification Liaisons in the Quality Management Department related to regulatory expectations, audit results and participation in development of any Plans of Corrective Action in the area of habilitation services.
The candidate must poses organizational skills, computer skills, and communication skills, both verbal and written. The candidate must be able to facilitate meetings and coordinate with others to work on projects and develop strategies to address issues. It would be beneficial if there was a full understanding of OPWDD service delivery with experience with Person Centered Service development and delivery.
The RHC 2 will participate in meetings as assigned to assist the management team in any issues related to service provision, documentation, and Medicaid billing facets of service delivery.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
