Minimum Qualifications MINIMUM QUALIFICATIONS

Transfer Qualifications: This position is designated as administrative and may be filled via administrative transfer under Section 52.6 of the Civil Service Law, provided all transfer criteria are met. Source titles from which transfer may be made must be designated administrative and be Grade 25/M-1 or above.

Eligible transfer candidates must possess 24 credit hours in accounting or auditing coursework from an accredited college or university.

Duties Description Standard Duties: Under the general supervision of the Director of Accounting the incumbent will direct and control the overall operations of the Workforce Innovation and Opportunity Act (WIOA) Unit, the State Programs Unit, the Bureau of Labor Statistics (BLS)/Jobs for Veterans (VETS) Unit, and the Travel, Voucher and Accounts Payable Units. Ensure all financial transactions and reports are prepared and processed in conformity with State and Federal regulations; identify issues and provide recommendations for appropriate action; draft correspondence for management; respond to inquiries internal and external to the agency; communicate with NYS and federal control agencies to ensure compliance; develop internal policies, procedures and internal controls as needed; provide direction to staff to ensure work is progressing efficiently, accurately and timely. Oversee the hiring, development and evaluation of supervisory and staff Accountants.

Strong communication and writing skills are required of this position. Applicants must be dedicated, hard working, motivated, well organized and able to work under tight deadlines. The incumbent will be required to establish job priorities and oversee assignments to timely completion.
