Minimum Qualifications EDUCATION & REQUIREMENTS:
•Bachelor Degree in business, public administration, finance, economics, accounting, organizational behavior, human services, political science, industrial psychology, psychology, urban planning and development, sociology or a related field. Master Degree preferred.
•5+ years of experience in program or project management. Some combination of affirmative action, MWBE and/or SDVOB business development, procurement, contract and grant administration, business administration, government affairs, legal or construction related field.
•2 - 3 years of supervisory experience.
•Familiarity with New York State Executive Law Article 15-A and Article 17-b and contracting and government policies promoting supplier diversity is preferred.
•Proficiency in Excel and PowerPoint and experience using contract, grant and data management systems.
•Ability to exercise independent judgment.
•Excellent interpersonal, oral and written communications skills.
Duties Description BASIC FUNCTION:
The Director will be responsible for supervising the Office of Contractor and Supplier Diversity (OCSD), the Department responsible for administering Empire State Development’s (ESD) Minority and Women-owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) programs pursuant to New York State Executive Law Article 15-A and Article 17-B. The Director will work collaboratively with Contract Administration, agency leadership and other ESD Departments to develop, coordinate and implement policies to maximize the utilization of MWBEs and SDVOBs in the agency’s procurement and contracting process.
WORK PERFORMED:
•Work with Contract Administration and Legal Counsel to establish new and update existing MWBE and SDVOB contracting policies and operating guidelines.
•Supervise OCSD staff in MWBE and SDVOB goal setting, contract monitoring, and reporting on utilization and program performance.
•Review, analyze and report data pertaining to MWBE and SDVOB utilization and commitments to ESD Board and senior staff, the Department of Minority and Women’s Business Development and others as necessary.
•Develop partnerships to increase MWBE and SDVOB utilization on ESD projects and coordinate business development events as necessary.
•Communicate and coordinate with internal and external stakeholders to ensure program success.
•Represent OCSD in office, interdepartmental and state-wide meetings, teleconferences, expos, webinars, and panel discussions.
•Participate in all elements of procurement planning and design phases to develop Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Requests for Expressions of Interest, (RFEIs).
•Projects, tasks and other duties as assigned by the Vice President of Contract Administration.
