A Bachelor’s degree and six years of professional administrative experience in the field of developmental disabilities; four of the six years must have included responsibility for policy development and analysis and/or standards development. In addition, three of the six years must have included supervisory experience OR one of the six years must have included managerial experience.
Substitution: A master’s degree in Human Services, Public Health, or Public Administration may substitute for one year of professional administrative experience. A doctoral degree in Human Services, Public Health, or Public Administration may substitute for one additional year of professional administrative experience.
Experience in the following areas is NOT QUALIFYING: Experience primarily involved in reviewing and inspecting programs for compliance with established legal requirements, standards and/or contracts for program services OR which is primarily involved in interpreting and/or implementing policy standards.
Definitions: Policy Development and Analysis is the examination, assessment and development of policy approaches to providing supports and services to people with developmental disabilities. Policy takes the form of legislation, regulation and/or agency policy direction.
NOTE: If you are appointed provisionally, you must take the upcoming Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Candidate must be eligible for transfer under Section 52.6 and 70.1 of the Civil Service Law.
To be eligible to:
• Transfer under Section 52.6, candidates must have at least one year of permanent, competitive service in a qualifying title allocated to a grade 27 or higher.
• Transfer under Section 70.1, candidates must have one year or more of permanent or contingent/permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description OPWDD entered in to a Transformation Agreement with the Center for Medicare and Medicaid Services (CMS) in 2013 generating $250 million in revenue to New York State. As part of that agreement, OPWDD created a plan to significantly increase employment opportunities for individuals with developmental disabilities. OPWDD’s employment plan outline strategies to transition students from high school to competitive employment; create and implement a new Pathway to Employment service; transition individuals with developmental disabilities from segregated workshops to competitive employment.

With the creation of the Transformation Agreement, the incumbent of this position will report directly to the Director of Employment and Meaningful Community Activities and will oversee implementation of the OPWDD Employment Plan. Duties will include but not limited to;

• Oversight of the Employment Training Program (ETP) which annually assists approximately 600 individuals with developmental disabilities in obtaining and maintaining jobs in the community where they earn minimum wage.
• Directly supervise a staff of 25 located at OPWDD’s five regional offices. Regular supervisory duties include the processing and approving of ETP applications and working with providers to ensure 600 ETP participants are hired by community businesses.
• Oversight of the Innovations in Employment Training Series which provides monthly training to over 200 OPWDD funded community agencies across the state. Responsibilities include updates to the training curriculum and supervision of contracted trainers.
• Supervision of three Central Office Staff.
• Supervise the collection and analysis of monthly employment data submitted by 200 supported employment agencies on the 10,000 individuals enrolled in SEMP, coordinate the implementation of programmatic changes to OPWDD’s Supported Employment (SEMP) and Pathway to Employment services and coordinate interagency partnerships with the State Education Department and the NYC Department of Health and Mental Hygiene related to transitioning students from high school to competitive employment which will increase employment outcomes for individuals with developmental disabilities.
