Minimum Qualifications REACHABLE ON THE CIVIL SERVICE LIST FOR LEGAL ASSISTANT 2, PERMANENT OR CONTINGENT PERMANENT STATUS AS A LEGAL ASSISTANT 2 OR ELIGIBLE FOR A TRANSFER.

Duties Description The incumbent will perform duties under the general supervision and guidance of an attorney, but with considerable independence and discretion.


DUTIES:
•Resolve written and telephone complaints coming into the Health Care Bureau.
•Negotiate with chief executive officers and medical directors as well as upper management staff to advance the client’s cause and to achieve an equitable settlement without the need for protracted litigation.
•Conduct interviews and review the consumer’s plan contract and other evidence.
•Review incoming cases for violations of the Health Care Bill of Rights Act and other state and/or federal laws.
•Prepare appeal letters needed by consumers to overturn a denial.
•Analyze matters that may not require litigation by developing policy analysis and recommending solutions.
•Train and oversee potential student interns as well as clerical staff for the unit.
•Participate in the consumer education programs of the bureau.
•Answer telephone calls to the Health Care Bureau’s toll free helpline and handle appropriately. This includes answering questions, referring calls to another agency or organization, and conducting intake responsibilities (which includes the creation of consumer complaint files).
•Prepare, gather and compile data for reports from helpline calls to identify cases suitable for enforcement actions.
•Perform other duties as assigned.
