Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Provisional Promotion Candidates: Current NYS Department of Health employee with one year or more permanent or contingent-permanent competitive or 55-b/55-c service in a position at or above a (G18).
Preferred Qualifications
Knowledge of Medicaid and other public health insurance programs, broad health service delivery models, fiscal and program management. Experience developing fiscal analytics and ability to present data in useable formats. Microsoft office suite including Excel strongly preferred. Strong organizational skills; effective communication skills; an ability to adapt to changing priorities and tight timeframes; an ability to assess the impact of policy or program fiscal changes on a broad set of stakeholders.
Duties Description This position is within the Delivery System Reform Incentive Payment (DSRIP) program as governed by the Center for Medicare and Medicaid Services (CMS) special terms and conditions (STCs) and the 1115 Medicaid Waiver attachments. The incumbent will be responsible to develop, review, and monitor fiscal and programmatic processes, projects and support operations that meet the DSRIP goals and objectives of better health, better care and lower cost. Within CMS STCs and DSRIP timeframes, specific duties include but are not limited to: analyze current models of service delivery and financing mechanisms to facilitate DSRIP transformation efforts; execute program policy, financial planning and assessments with various stakeholders including program staff, other partner agencies, contractors, vendors and managed care plans; develop vetted policy, operational work plans, priorities and/or quality assurance procedures; and where necessary, develop DSRIP Request for Proposal (RFP) or Request for Applications (RFAs), manage contractor documents and scopes of work, evaluate bids/proposals, financial statements and budgets, reporting templates and deliverables, contract amendments, and invoices.
