Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list, or be eligible for reassignment, or transfer in accordance with Civil Service Law.

Duties Description Under the general direction of the Real Property Analyst 2 or other higher level manager, the Real Property Analyst 1 functions as lead worker by serving as an expert in at least one major functional area such as, but not limited to, equalization and the measurement of municipal full value; the development, modification, installation, and support of real property software and training of users; assessment administration; reassessment support; real property appraisal. Assists in developing training curriculum; functions as lead worker on assigned projects or act as Division liaison; performs statistical and other analyses of property tax, valuation, assessments and related data to further the agency’s programs to evaluate assessment equity; exempt property, fiscal impact of pending legislation and other matters of tax policy; and provides specialized assistance to a variety of internal and external customers. In the capacity, incumbents perform the following duties:

• develop specifications for and assists in developing, modifying, testing, installing and upgrading the State issued real property software in local government offices, answers questions about the system, and conducts classroom and on-the-job training in the use of the system for Division and local government staff;

• prepares and analyzes reports detailing the tax shifts to arrive at specific policies and procedures;

• reviews and evaluates current assessment administration practices within a municipality;

• interacts with local government officials and vendors in all phases of reassessment activity;

• analyzes valuation inventory reports and assists assessors in developing computer valuation models;

• assists with municipal implementation of homestead classification;

• develops specification for and assists in developing, modifying and testing internal software used by the Division;

• writes agency reference manuals, handbooks and technical reports; develops training materials;

• conducts training sessions for regional and central office staff and local assessors about market value surveys, commercial data collection and field review procedures;

• personally performs or leads staff in data collection, analysis and valuation activities of real property sales and appraisals for market value assuring compliance with procedures and survey parameters;

• performs ratio analysis and associated tasks to determine municipal levels of assessment;

• evaluates sales and property tax data from assessing officials, utility companies and other State agencies;

• provides guidance and advice to local municipalities and other customer;

• writes detailed documentation to support appraisals and writes drafts of detailed narrative appraisals;

• gathers and analyzes sales, financing, rental, detailed structural, and expense information and company financial statements used to appraise property in accordance with the Division’s uniform procedures and guidelines

• may serve as lead worker on assigned projects;

• analyzes and evaluates data to establish equalizations rates, railroad ceilings, special franchise assessments and utility advisory appraisals;

• conducts in-depth reviews of municipal assessment administration systems to determine compliance with laws and rules that govern the State aid program;

• assists in preparing procedures and work plans; provide guidance and advice to local municipalities and other customer; may conduct public presentations;

• may supervise RPA trainees and support staff; may train/mentor staff.
