Minimum Qualifications A Bachelor's degree and four (4) years of experience in equal employment opportunity, human rights, or affirmative action. Qualifying experience includes experience with community service organizations concerned with affirmative action, equal employment opportunity, civil rights, diversity management, or similar programs; experience in recruiting, training, and upgrading the educational and job qualifications of protected class members; and personnel administration or labor relations experience directly related to affirmative action. At least one year of this experience must have been at a management or supervisory level. Please note that two additional years of such experience may substitute for a Bachelor's degree and a Master's degree may substitute for one year of the general experience.

Duties Description Under the direction of the Director, Bureau of Diversity Planning and Compliance, the incumbent is responsible for investigating discrimination complaints, administering and monitoring the Office of Mental Health’s (OMH) programs and initiatives related to Equal Employment Opportunity (EEO), reasonable accommodations for employees with disabilities, affirmative action, and diversity in employment throughout OMH.

Duties of the incumbent include, but are not limited to, the following:

• Investigate and resolve complaints of discrimination, civil rights violations, and sexual harassment filed by OMH employees with the Equal Employment Opportunity Commission, the New York State Division of Human Rights, and other government entities.

• Investigations include interviewing complainant and witnesses and reviewing any pertinent documentation, providing investigative findings, writing draft investigation reports, and notifying complainant/respondent of the findings as appropriate.

• Assist OMH Counsel’s Office and the Attorney General’s Office in court cases filed by OMH employees.

• May administer the agency’s Affirmative Action and Equal Employment Opportunity plans at the facility and agency-wide level. Coordinates diversity and equal opportunity activities in the agency's main office, Field Offices, and facilities.

• May participate in Central Office recruitment to hire and advance underrepresented group employees.

o May attend Civil Service examination scope conferences, review minimum qualifications, and examination rubrics to ensure that minimum qualifications and examinations are racially and ethnically unbiased.

o May participate in interviews for positions with under representation of protected class employees.

• Gather and analyze data about the composition of the agency’s workforce demographic and make recommendations based on findings.

• May conduct training on sexual harassment prevention, diversity, cultural competence, and reasonable accommodations for OMH staff.

• Receive, review, and process reasonable accommodation requests by utilizing requestor provided documentation, medical records, input from the supervisor, division liaisons, and, if necessary, seek the expertise of Counsel’s Office for legality issues.

• Serve as liaison for Diversity Management on agency committees, task forces, or work groups as assigned by the Director, Bureau of Diversity Planning and Compliance.

• Interprets rules, regulations, and policies for staff and others governed by the agency's affirmative action programs, and assures that agency programs comply with applicable civil and human rights laws.

• May meet with executive staff to explain the affirmative action programs, the impact on agency programs and operations, and obligations and strategies for meeting goals and requirements.
